ADF-11 Replenishment

Fourth and final ADF-11 Replenishment Meeting, London, UK, December 10-11, 2007.

The record level of resources newly available to the African Development Fund for operations during the 2008-2010 period will allow it to increase substantially the volume of concessional assistance it is able to provide to most of its Regional Member Countries. The targeting of these resources is done, annually and by country, on the basis of both need and performance, consistent with an agreed formula-based allocation system. Individual countries have already been advised of their prospective allocations, and operational programming is proceeding on this basis. Further technical analysis has indicated that some additional adjustments in these initially allocated amounts may need to be made, consistent with the agreed allocation system. The Bank is reviewing these issues, in consultation with its Executive Board and Member countries, and expects to be able to close on the matter shortly.

The Chairman's summary presents the main topics discussed. These included, in particular, the options for a comprehensive framework for enhancing the governance structure of the ADF and the ADF-11 financing framework - discount rates, grant financing and replenishment scenarios. Background information was also distributed, notably on the strategic directions for the Bank Group’s contribution to governance in Africa, an update on the Gender Action Plan, the implementation of the Paris Declaration commitments, a progress report on Bank Group institutional reforms, elements towards a framework document for the 2008-2012 strategic plan and an update on the Multilateral Debt Relief Initiative and Grant Compensation.

The Chairman’s summary recapitulates the discussions. Participants discussed, in particular, procurement rules of origin and the strategic directions and indicative lending scenarios for the ADF-11 period. Preliminary observations of the African Development Bank High Level Panel were also shared.
