ADF Recipient Countries

Eligibility criteria

Country eligibility for the African Development Fund (ADF) is based on two main criteria which are similar to those used by International Development Association (IDA):

  • Per capita income below an operational cut off or established threshold updated annually on the basis of the World Bank Atlas methodology (Fiscal year 2015-2016: $1,215).
  • Lack of creditworthiness to borrow from the African Development Bank (AfDB).

Creditworthiness is the capacity of a country to borrow on capital markets and its ability to service new debt at market terms, such as the terms of loans provided by the African Development Bank (AfDB) or the International Bank for Reconstruction and Development (IBRD).
