Country & Regional Programs & Policy

The Vice Presidency Operations I for Country & Regional Programs & Policy (ORVP) comprises eleven departments and two units:

Regional Departments

The nine regional departments are in charge of country strategy formulation as well as country portfolio programming and management. Through 27 field and national program offices, the Regional Departments strengthen the country dialogue and the donor coordination on the ground. Each head of the field offices (Resident Representatives) reports directly to one of the Regional Department heads (Regional Director).

Procurement & Fiduciary Services (ORPF)

The Procurement & Fiduciary Services Department formulates the Bank’s policy for procurement of goods, works and acquisition of consultancy services and financial management. It prepares and designs guidelines, manuals, standard bidding documents and procurement processes. Through its procurement division it is also directly involved in the application and monitoring of the Bank’s procurement policy. The second division of the department is in charge of financial management covering the assessment of the financial management systems and the capacity of Executing Agencies and Project Implementation Units.

Operational Resources & Policies (ORPC)

The Operational Resources and Policies Department is responsible for leading operational policy formulation, developing and upgrading operational guidelines, and coordinating operations programming and other business processes, based on the strategic priorities and mission of the Bank Group.

Partnerships & Cooperation (ORRU)

The AfDB’s Partnerships and Cooperation Unit (ORRU) is mandated to identify, initiate, build, maintain, monitor and evaluate partnerships and cooperation with strategic development partners for the Bank.  The Unit plays a key role in analyzing the global and regional development landscape and partnership requirements for Africa’s development.  

It is responsible for mobilizing financial resources and development knowledge through partnerships as required to enhance the Bank’s operations in 53 regional member countries.  The Unit manages trust funds, coordinates technical cooperation activities and organizes business opportunities seminars.  The Unit also mobilizes co-financing resources through structured co-financing agreements.  It serves as a central unit to formalize the Bank's partnerships arrangements and oversees the progress of the implementation of cooperation.  It acts as the main interface with partners.

Resource Mobilization and Allocation Unit (ORMU)

The Resource Mobilization and Allocation Unit (ORMU) is responsible for mobilizing, allocating and monitoring the utilization of the resources of the African Development Fund (ADF), the concessional window of the African Development Bank Group. The Unit also participates in the periodic general capital increase exercise of the African Development Bank (ADB).

The ORMU plays a key role in mobilizing the resources required for financing development projects and programs in regional member countries. It does this by developing strategic options and managing the tri-annual ADF replenishment process, a series of consultation meetings with donor countries.  The Unit also leads the annual process of allocating and monitoring ADF resources under the Performance Based Allocation (PBA) system.

The ORMU also implements the Bank Group’s debt relief program under the Heavily Indebted Poor Countries (HIPC) Initiative and the Multilateral Debt Relief Initiative (MDRI) and coordinates implementation of debt management capacity initiatives.
