Fragile States Unit (OSFU)

The Fragile States Unit (OFSU) reports to the Vice Presidency Operations II (OSVP). The Unit coordinates, Bank-wide, the implementation of the Bank’s strategy for Fragile states and administers the Fragile States Facility. The Fragile States Unit is also responsible for speedy operational responses, development of Bank-wide information on Fragile, post-conflict/crisis States, and application of a suitable mix of skills for structure interventions.

The Unit further provides supplementary and advisory support to regional and sector departments working in fragile states, particularly with respect to the preparation of country programming documents and in the design and implementation of programs and projects being undertaken by various complexes.

Under the direction of a Unit Head, the Unit also:

  • Actively contribute to the preparation and dissemination of policies, guidelines and procedures on selected operational issues required for the implementation of the Bank’s program of assistance to fragile states;
  • Collaborate with regional and sector departments and the Office of the Chief Economist in the identification, preparation and dissemination of the Bank’s Economic and Sector Work;
  • Mainstream emerging best practices and procedures of providing development assistance to fragile states;
  • Manage the Capacity Building and Technical Assistance Program and facilitate learning among secondees;
  • Assist in implementing Arrears Clearance program of the Bank, in close coordination with Regional Departments (RDs), Financial Management Department (FFMA), and Financial Control Department (FFCO);
  • Assist in mobilizing additional resources for the Fragile States Facility; and
  • Represent the Bank in international and regional donor coordination meetings related to fragile and conflict-affected countries.
