Programming & Budget Department
The Programming and Budget Department (COBS) is responsible for the coordination of the Bank Work Programme, the resource allocation, budget management and execution, and corporate performance monitoring.
The Department reports to the Chief Operating Officer (COO) and its core functions are to:
- Advise on the resource implications for all new policy proposals;
- Contribute to the development of policies which span complexes;
- Work with Advisers to the President in providing analysis and advise on the resource implications of all policy developments;
- Advise the COO and President on the allocation of resources on both annual and three yearly basis;
- Manage the three-year work programming and budgeting exercises;
- Monitor performance and budget execution;
- Advise on reallocations of resources;
- Prepare periodic reports for Management and the Boards. These include Quarterly Budget & Performance Reports and the Annual Retrospective Review of the budget;
- Develop and communicate budget guidelines and controls to enhance knowledge of budget development and spending procedures at all levels of the organization;
- Develop and enhance budgeting and programming infrastructure;
- Monitor, assess and report on institutional performance (KPIs) and advise on action required;
- Facilitate communication on performance against the indicators; and
- Act as the Secretariat for the virtual Corporate Performance Monitoring Group.
