This year’s Africa Progress Panel Report (APPR) takes a hard look at the risks and opportunities facing the continent. Although ‘Africa Rising’ has emerged as a new catchphrase, the Africa Progress Panel thinks that there are two sides to the story of the past decade. On one side of the balance sheet are the undoubted successes. Africa’s growth has been helped by booming commodity prices and sustained by improvements in macro-economic policy. Agriculture is now, among the sectors, attracting the kind of serious attention needed to fulfill Africa’s transformative potential. The other side of the story is less encouraging. Africa may be tracking the pathway of some of the economic success stories in East Asia. But that is where the analogy ends. Africa lacks the human capital, among others, to embark upon a truly transformative economic growth path. The APPR asks what governments across the region need to do if they are to convert a decade of growth into transformative development.
