Madagascar: Emergency Aid Programme - Road Component (Ambohimasoa Mananjary: RN25) (2.8 MB)

Abstract: This report aims at carrying out an in-depth project performance audit of the road component of an emergency aid programme for the repair of the damage caused b the passage three cyclones between 1981 and February 1982. The Bank approved on 7 September 1982, an ADF loan of UA 10.75 for the financing of the programme, of which U 64.6 million was earmarked for’ the road component and UA 4.29 million for that of gricuI4re. The agreement was signed on 22 September 1982 and became effective on 13 January 11983.

Madagascar: Project For Strengthening Intermediate Health Facilities (3.8 MB)

Abstract: This project performance audit report (PPAR) assesses the, Project for Strengthening Intermediate Health Facilities in Madagascar, the goal tile project was to contribute to improving the health status of the country, and more specifically, to provide high quality health services to the rural population through the strengthening and upgrading of health facilities The project was part of implementation of the Malagasy government’s national primary health programme which consisted in rehabilitating the 1,098 primary health centers constructed during the five years preceding the project appraisal, and in equipping the intermediate health facilities of rural surgical hospitals and simple rural hospitals which bridge the peripheral and provincial levels of the country’s health system the executing agency of the project was the "Pharmacie centrale d’approvisionnement" (PCA) (Central Medical Store) of the Ministry of Health.

Madagascar: Analaiva Sugar Project (3.8 MB)

Abstract: This Project Performance Audit Report (PPAR) concerns the ANALAIVA sugar project in MADAGASCAR for which ADB granted a UA 16.73 million loan in 1982. The project goal was to increase export earnings and reduce regional disparities. The project’s immediate objective was to develop sugar production to meet national demand and comply with export quotas of 15,000 tones, of which 10,000 for the EEC (Annex 10). The outcome was the establishment of a 2,410 ha sugar cane plantation and the construction of a refinery with a crushing capacity of 1,000 tones/day.

An ADF mission visited Madagascar from 27 November to 17 December 1984 to carry out a post evaluation of the utilization of the line of credit
