Abstract: This Project Performance Audit Report (PPAR) is on the Public Enterprise Sector Restructuring Programme (PESRP) of the Republic of Mali for the period 1988-1990 for which the African Development Fund (ADF) granted the loan n° F/MAL/PR-SP/88125 of FUA 35 million (UA 32.24 million) in November 1988. This programme forms a vital component of a vast reform programme undertaken by the Malian Government since 1982 with a view to ensuring national economic recovery.

Abstract: The present Project Performance Audit Report (PPAR) comprises abridged project performance audit memorandum (MAPP) prepared by the Operations Evaluation Office (OPEV) and the Project Completion Report prepared by the Department of Agriculture and Development, North Region (NARD). It concerns the. Project to Strengthen the Timbuktu Health Facilities, for which an ADF loan of UA 8.477 million (Loan No. CS/MAL/H/82/12) was approved on 28th August 1982 for the Government of the Republic of Mali. The ADF contribution was to represent 90% of the project’s total cost, estimated then at UA 9.321 million, the balance chargeable to the Malian Government.

Abstract: The 1990—1992 Structural Adjustment Programme co—financed by the ADB Group following an application from the Malian Government, falls into line with a series of economic reforms initiated by the Mallan authorities as of 1982 to readjust the national economy. The latter featured profound internal and external disequilibria due in part to a predominant and lame parastatal sector, a considerable and inflationary banking financing and a sluggish private sector in an appropriate economic environment.
