Multinational - Demobilization and Reintegration Transitional Support Program (MDRTSP) - Appraisal Report (798 KB)

Abstract: The Multi-Country Demobilization and Reintegration Transitional Support Program (MDRTSP) supports the transition phase from the original Multi-Country Demobilization and Reintegration Program (MDRP) set out in 2002 and scheduled for closure in June 2009 to a potential phase II of the program under discussion amongst MDRP stakeholders. Several options are envisaged including a new broader and sustainable regional facility to address disarmament, demobilization and reintegration (DDR) related issues, even beyond the Great Lakes Region, following a thorough evaluation of the original MDRP. Meanwhile, since MDRP activities are incomplete and within the context of ongoing insecurity in the sub-region, the need for a transition phase is recognized by all partners of the MDRP. The development objective of the MDRTSP is consistent with the original goal of the MDRP, that is, to improve the prospects for peace building and economic recovery in the Great Lakes Region (GLR) by financing demobilization and reintegration (D&R) activities targeting about 350,000 combatants. The specific objective of the proposed program is to facilitate the effective reintegration of ex-combatants (ECs) in the GLR during the transition period. The program cost is estimated at UA 16.31 million for the period 2009 to 2011. The proposed program will benefit directly about 10,000 ECs of which 1,725 will be female. In addition, the program will facilitate the repatriation of 7,300 combatants on foreign soils (COFS) and address the needs of 2,000 women and 500 children affected by the conflicts. DDR national structures will also benefit from technical assistance to reinforce their capacities.

Abstract: The objective of the project is to expand the national transmission grid to enable UETCL to transmit electricity from upcoming 85 MW power plants, improve the electricity access, reliability, and quality of supply to consumers in the country. The project involves the expansion and reinforcement of the power transmission network of Uganda, so as to enable UETCL evacuate the 85 MW power to be produced in the west and improve the coverage of the national grid to enable the connection of 20,000 new consumers per annum. The project beneficiaries are the communities, towns, Government services and businesses in and around the project areas in the western, northern and eastern parts of Uganda. These beneficiaries also include the other energy sector institutions and companies such as REA and Umeme.

Abstract: The project is designed to support the Government’s education Sector Wide Approach Program (SWAP) as outlined in the Education Sector Strategic Plan (ESSP) 2004- 2015, updated for 2007-2015. It supports the Government’s Universal Secondary Education (USE) and Universal Post Primary Education and Training (UPPET) policies and programs, and focuses on expanding access to post primary education and improving learning conditions for up to 100,000 secondary school students in all counties. Its expected outputs are: 71 equipped rehabilitated or constructed and expanded secondary schools; 2,500 Teachers and 600 school managers trained, of whom 40% will be female; and goods and services procured to improve learning conditions, gender mainstreaming and fight HIV/AIDS. The project will be implemented over five years. It is funded with an ADF Loan of UA 52.00 million that will finance 100% of foreign exchange costs and 90% of total project costs, and a Government contribution of UA5.78 million in local currency, representing 10% of total cost.
