Strategic and Operational Framework for Regional Operations (234 KB)
Abstract: The Boards of Directors of the African Development Bank and the African Development Fund approved the Bank Group’s strategic and operational framework for regional operations during their Informal Session of 19 February 2008. This framework is intended to provide a rigorous but flexible approach to mobilize resources for regional integration in Africa. It is an important building block of the Bank Group’s broader strategy to promote regional integration, which includes advisory and analytical services, capacity building for countries and continental and regional organizations, and the use of ADB resources where appropriate. The framework is anchored in the strong consensus that greater regional integration is a key means for Africa to enhance growth and development, and address common development challenges. The Bank Group sees the financing of Regional Operations as a core element of its development mandate, and these Operations will be selective and focus primarily on two areas: (i) infrastructure, particularly transportation but also energy, water and telecommunication; and (ii) promotion of regional public goods.

Policy on Population and Strategies for Implementation (279 KB)
Abstract: The purpose of the revised African Development Bank Policy on Population is to enhance human resources at the RMC level through development and implementation of integrated population policies and programs in the context of poverty reduction. The new policy has been developed in view of emerging issues from the International Development Agenda and the recognition of the cross-cutting nature of population with respect to Bank Group’s overarching goal of poverty reduction and sustainable development. The most recent population policy document represents a major shift from the previous policy, from the exclusive focus on family planning for fertility control to a broader and more inclusive concept of reproductive health. It also represents a shift from an emphasis on demographic targets to a new focus on qualitative indicators related to the improvement of standards of living of the population. The policy spotlights key specific areas of intervention by the Bank, such as support in information dissemination, development of legal frameworks, institutional capacity building, support programs and interventions in the area of family planning and support in the implementation of initiatives that enhance RMCs’ human resources.
