AfDB focuses minds on how to evaluate Public-Private Partnerships

AfDB hosted a workshop on 24th and 25th April to look at questions relating to the evaluation of Public-Private Partnership interventions. The experiences of the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD) in the conduct of evaluations were reviewed and the experiences of the Development Bank for Southern Africa and the UK government were also considered. The discussions revealed that the challenges of evaluating PPP interventions in comparison to public procurement and service delivery modalities were substantial and that due care should be given to ensuring evaluability of projects at the design stage. It also became apparent that the stock of existing evaluation material is scanty and that there was a need to share information between development agencies on PPP evaluations and their emerging results.
