An ADF Grant to Boost the Transport Sector in Sierra Leone

Tunis, March 9, 2006– The Board of Directors of the African Development Fund (ADF) approved today in Tunis, a grant of UA 1.99 Million to finance the Matotoka to Sefadu road studies and institutional support to the transport sector in Sierra Leone.

The overall sector goal is to contribute to the development of the transport sector in Sierra Leone in order to support the national economic and social development objectives by increasing access of rural farming population and urban poor to market centers and social and economic services.

The objectives of the road study component are to determine the technical feasibility and economic viability of improving the Matotoka to Sefadu road and associated feeder roads in its zone of influence. The study is to further carry out the environmental and social impact assessment, including poverty, health and gender issues. Contingent upon the outcome of the feasibility studies, the study will lead to detailed engineering designs and the preparation of Tender Documents.

The institutional support component aims to strengthen the Sierra Leone Roads Authority (SLRA) and enable it to plan, budget and manage its capital investment and maintenance programmes more efficiently. The Matotoka to Sefadu Road Studies shall be undertaken in two consecutive stages. The first stage will comprise of determining the technical feasibility and economic viability of the road, and carrying out the environmental and social impact assessment, including impact on poverty, health and gender issues. The second stage is to carry out preparation of the detailed engineering designs, cost estimates and tender documents. 

The cost estimates (less customs duties and taxes) for the Matotoka to Sefadu Road Studies and Institutional Support amounts to UA 2.10 million with UA 1.06 million in foreign exchange and UA 1.04 million in local currency. The ADF grant contribution will be UA 1.99 million or 95% of the total cost.

The Bank Group commenced its lending operations in Sierra Leone in 1969. As at end of February 2006, the cumulative commitments of the ADB Group in Sierra Leone amounts to UA 265.67 million.
