Burkina Faso: US$ 3.6 billion in support of Public Expenditure Programming and Control Institutions

Tunis, 27 October 2006 – The African Development Fund (ADF) will provide support to Burkina Faso in its efforts to strengthen budget management with a view to helping reduce poverty by improving transparency, reliability and efficiency of budget management.

The Board of Directors of the ADF approved today in Tunis a grant of 2.46 million Units of Account (US$ 3.6 billion or CFA 1.9 billion) to finance a project in support of public expenditure programming and control institutions.

The project will support efforts to sustainably improve transparency, reliability and efficiency of budget management so that the maximum amounts possible can be channeled towards poverty reduction. To this end, the project will pursue two specific objectives: consolidation of the public expenditure programming and internal control processes; and strengthening external control of the executive by Parliament, financial jurisdiction and civil society.

The project addresses the pressing need to improve the programming of public finance and to build the capacity of the agencies involved in the system. Public finance reforms introduced over the last few years were not sufficiently reinforced with instruments and means of control. The need for a general upgrading, transparent procedures, sufficient numbers of qualified staff, and suitable technological resources have all become imperatives for the future success of the medium-term expenditure framework approach.

The project will help improve discipline and transparency in budget execution by making the necessary readjustments to the legislative and regulatory framework and ensure effective application of set rules. It will also devise a better way of programming expenditure through judicious and balanced use of instruments. It is also expected to establish a reliable financial budgetary information system to link the major institutions within the administration and strengthen the system of control and ensure accountability for the management of public funds.

The ADB Group operations in Burkina Faso started in 1970. To date, its commitments in the country stand at US$ 843 million in 71 operations.
