COURSE DESCRIPTION

Middle to senior level officers in the ministries and relevant parastatals. Familiarity with strategic planning approaches and good knowledge of log frame.

The purpose of the course is to sharpen participants’ awareness of the Bank’s approach to planning its development engagements with the regional member countries (RMCs), and to strengthen their knowledge of modern perspectives of national development planning. It is expected that at the end of the course, participant will be better equipped to review and discuss the ADB- prepared Country Strategic Papers and propose strategic development planning issues related to poverty reduction. The topics to be discussed are: - Overview of Modern Economic History of Development Planning; - Review of MDGs’ Poverty Focus and Benchmarks; - The Need for CSPs; - CSPs Preparation Process. Consultations and Information Disclosure; - Mainstreaming pro-poor policies and activities in CSPs; - Consistencies between CSPs and National Development Visions and Strategies;
- Strategic Selectivity and Sectoral Focus; - Scenarios, Triggers and Outcome Indicators; - Use of CSP Self Evaluation in Formulating Development Strategies.
