Description

The project would include four (4) components, viz;

(i) improving access and retention in the secondary education,

(ii) enhancing the quality of secondary education,

(iii) enhancing the institutional management of secondary education, and

(iv) project management and coordination facility.

OUtputs.

A. Loan:

Output 1. Improved Access in Senior Secondary Education

Increased number of rehabilitated and new education facilities in project areas.

Output III: Enhanced Management Capacity of the Senior Secondary Education Department.

Improved school maintenance system for SSS.

B. Grant:

Output II: Enhanced Quality and Efficiency

Improved Education quality in SSSs through in-service training, teaching materials and professional support (especially female teachers).

Reduced HIV/AIDS infection/ prevalence rate in project schools and improved environmental protection and awareness.

Output III: Enhanced Management Capacity of the Senior Secondary Education Department

Improved management and efficiency capacity of the senior secondary education department through in-service training courses.

Improved school maintenance system for SSS.

Efficient and cost effective school selection and placement mechanism into senior secondary education.

Activities:

A.Loan:

Component I: Improving access to senior secondary education

1. Rehabilitate and expand facilities for 25 model schools throughout the country.

2. Provide furniture and equipment to the 25 SSSs.

Component III: Enhancing the management of senior secondary education

1. Establish a maintenance fund for Senior Secondary Schools.

Component IV: Project management.

1. Capacity strengthening GES (CPIT).

2. Support to FPMU.

B. Grant:

Component II: Enhancing quality and efficiency of secondary education

1. Design and deliver in-service training workshops for teachers, inspectors and school managers.

2. Provide textbooks and teaching guides and aids.

3. Design and deliver HIV/AIDS and environmental protection and awareness training workshops.

Component III: Enhancing the management of senior secondary education

1. Conduct in-service training workshops for 500 Ghana Education Service personnel.

2. Establish a preventative maintenance system for all senior secondary schools.

3. Establish a secretariat for the computerized secondary school selection process


Objectives

The overall objective of the proposed Education III project is to contribute significantly to improving access to Senior Secondary Schools (SSS) to thousands of Ghanaian Junior Secondary School (JSS) graduates and to enhance the quality of these schools. To this end, its specific objectives are: to

(i) facilitate access to Senior Secondary Schools (SSS) of thousands of Ghanaian Junior Secondary School (JSS) graduates;

(ii) enhance the quality of secondary education; and

(iii) strengthen the institutional management capacity and governance of the Ministry of Education at the central and decentralized levels especially with respect to establishing a centralized and computerized SSS student selection system. Special attention will be given to promoting participation of girls and less privileged pupils.


Rationale

There have been interventions in all the sub-sectors in the last five years, with the exception of the senior secondary level. GoG continues to give high priority to basic education and allocate to this level about 70% of the education budget. In addition, there are donor organizations that are implementing various projects in the basic education sub-sector. These include UNICEF and UNDP for the Girls Education projects, DfID, USAID and the European Union Micro-Projects Programme. The Bank has an ongoing Primary Education Rehabilitation project that is rehabilitating a number of primary schools in the country. I addition, Ghana is being seriously considered under the Fast Track Initiative (FTI) for Basic Education For All. These are implemented together with other government programmes in the sub-sector.

In the tertiary level a number of Donors, including the Bank, through the completing project for the rehabilitation of tertiary institutions facilities, the World Bank and JICA are providing support to the universities.

Presently, from the JSS enrolment of about 688,328 students, 250,000 sit for the Basic Education Certificate of Education per year, of which 65 % graduate to SSS. Of these, only 47% can be absorbed by the SSS because of the present capacity of the facilities. 53% of the graduates are left stran ded every year and that raises a concern for the Ghanaian authorities whose aim is to put all the graduates through the system.


Benefits

The proposed Secondary School Support Project (SSSP) designed to improve the general conditions at the senior secondary level of education to the advantage of the less-endowed communities. Specifically, the project will enhance the attainment of the following benefits:

Rectification of the imbalance in the demand for secondary education, which has always favoured the well-endowed schools. Expansion of access to SSS, particularly for girls Reduction of mass movement of SSS applicants across the country in pursuit of limited good quality SSS Schools Increase the participation of the poor in secondary education, who would have otherwise been. Creation of conditions that will encourage teachers to accept postings and continue to serve in schools which they would have otherwise rejected Enhaced teaching skills for teachers through in-service training Improve children's attainment through enhanced teaching skills of teachers Establishment of an inclusive school environment where the disabled w ould freely participate Increase in the availability of teaching and learning materials as more requisite books are provided and teachers given on- the-job training that will improve their pedagogical skills.
