The master plan will include a Feasibility study and will identify bankable projects. In addition, the Study will identify the institutional weakness of LEC and suggest ways and means to strengthen the power sector.
The main objectives of the project are to conduct a detailed master plan of the Liberian Power Sector. The study will include 1) Distribution and transmission Infrastructure; 2) Tariff methodology, pricing and design of tariff classes 3) Study on alternative sources of generation;; 4) prepaid meter strategy; 5) Billing and metering methodology; 6) ICT and software investments; 7) Load demand study; 8) Institutional reform options and strategy; 9) Regulatory requirements and oversight; 10) Financing and investment plan; 11) Capacity building and needs assessment for staff;12) Media strategy to educate consumers on tariff, reform, improved services, reporting faults and electricity theft;13) Environmental Audit 190feasibility for the distribution and transmission network in Monrovia.
The proposed study will assist the Government to implement a least cost electricity development plan to promote increase electricity access for economic development and improvement of the standard of living of the population. The project will develop a working document for the rehabilitation, planning and investment in the Liberian Power Sector. Current demand cannot be met by the available generation plants, cost of generation is high which has led to a tariff of US$0.43 per kilowatt-hour (kWh). The distribution and transmission infrastructure need to be implemented.. The rural areas are not connected to the existing distribution or transmission infrastructure and there are untapped renewable resources that can be harnessed for rural electrification projects.
The study will provide an investment and rehabilitation plan to ensure optimum utilisation of the limited resources available to the country i.e. maximise the benefit from the CLSG interconnector project . It will also provide a detailed tariff methodology for the Liberian Power Sector and a feasibility study of Monrovia grid
The beneficiary of the project will be the Liberian Electricity Corporation and the Ministry of Land, Energy and Mines. The document will provide a holistic study of the power sector and also a short term amd medium term guide to investment and upgrade of the infrastructure.
It will also identify priority projects and define investments with a short-medium and long term outlook. It will identify projects for expansion and also identify opportunities with a least cost approach with agreed key performance Indicators. It will also set out agreed KPIs for monitoring the implementation of the Power Sector Plan.
