Description

The project will support to improve access to reliable and cost effective services for households and public institutions in the priority corridors in Liberia(Great Monrovia, South East region, BOMI region). The main project components include:

(i) Infrastructure: Expansion of Distribution network in Great Monrovia and BOMI

(ii) Access Scale up: connection of villages and towns in South East region

(iii) Capacity Building,

(iv) Project Management.


Objectives

The project will support to improve access to reliable and cost effective services for households and public institutions in the priority corridors in Liberia(Great Monrovia, South East region, BOMI region).


Rationale

Liberia has been affected by a civil war resulting in the destruction of infrastructure, a drop in local production and a sharp decline of its economies. As a result it has a severely damaged and non-existent public electricity service. The inadequacy of electricity remains a crippling constraint for Liberia's economic and industrial development. Major constraints are the high cost of investment, poor capacity, and an inadequate legal framework in need of reform. Affordability of e lectricity is a constraint to further expansion in access. The Government established an "Agenda for Transformation(AFT) towards 2030" Program in which it has embraced energy development as a priority and has been working toward the reconstruction of the electricity sector at the urban, rural, and regional levels. The targets set by the Government is to reach by 2020 30% electrification rate in rural area, and 70% electrification rate in Monrovia. Critical priorities in the energy sector include construction of energy network in three major corridors, and the South East region.
