Description
The project will involve the establishment/rehabilitation of secondary school classrooms, teachers' houses and latrines; secondary school laboratories and libraries; provision of furniture, equipment and learning materials; in-service training of secondary education teachers; and capacity building for school management.
Objectives
The project's objective is to increase access and improve the quality and equity of secondary education at Community Day Secondary Schools.
Rationale
Despite the substantial progress made in the development of education in recent years, the educational system in Malawi still faces major problems in the delivery of quality education. School enrolments have not kept up with the growth of school age population and access to education is still limited. At the primary level, the target set by the Policy Investment Framework is to achieve a net enrolment ratio (NER)of 95% by 2015. At the secondary level, the intention is to increase the gross enrolment ratio (GER)from the current 18% to 30%. The lack of adequate qualified teachers, the shortage instructional materials, and the inadequacy of capacity for educational management and planning contribute to the low quality of the education provided at all levels of schooling.
