Description
The original project's components consisted mainly of Dam Rehabilitation, Agricultural Development, and the Provision of Services such as Project Management, Technical Assistance, Project Design and Construction Supervision. The Dam Rehabilitation works are primarily aimed at reducing the uplift pressure at the dam toe, raising the dam crest, completing the common civil works and ensuring the stability and safety of the dam. As a result, there would be increased water flow in the existing irrigation schemes downstream, including Xai Xai, where the project envisaged bringing 9,000 ha under cultivation through rehabilitation of main canals, secondary canals, the drainage system and the pumping stations under the Agriculture Development component. Services such as Project Management, Technical Assistance, Project Design and Construction Supervision would oversee activities at both sites.
Objectives
The sector and specific objectives of the project remain unchanged - to contribute towards Government stated goal of accelerated GDP growth and poverty alleviation through the improved efficiency and safety of the Massingir Dam and to enhance smallholder productivity in the production of food crops by improving downstream irrigation and drainage infrastructure. The objectively verifiable performance indicators are presented in the project matrix.y.
Rationale
1.The requirement for a supplementary loan was primarily a result of the direct consequences of the floods of 2000 which caused extensive damage to the downstream irrigation and drainage infrastructure at Xai Xai and highlighted the need for additional measures to ensure the integrity and safety of the Massingir Dam. Failure to support the additional safety measures required for protecting Massingir Dam places the entire project investment at risk and could result in devastating loss of life and damage to infrastructure downstream from the dam.
2.Despite the implementation delays, the technical, economic, financial, environmental and social justifications for supporting the Massingir Dam and Smallholder Rehabilitation Project are still valid and constitute an important investment in the development of Mozambique. The successful implementation of the project was dependent on the supplementary loan.
Benefits
1) Increased agricultural productivity, as well as increased gross agricultural production for some 90,000 ha cropped area. 2) Increased farmer incomes; 3) Minimised negative environmental impact of the dam due to increase dam efficincy; and 4) Rehabilitated dam meeting international safety standards.
