Institutional Support for Public Sector Reform

Background
For some years, the Government of Mozambique (GoM) has recognized that the successful implementation of its poverty reduction programs depends on improving efficiency in its highly bureaucratic public sector. I was for this reason that it embarked on the implementation of its Global Strategy for Public Sector Reform 2000-2011 (GSPSR) which focuses on service delivery, decentralization, institutional restructuring, public sector professionalism, quality financial management and accountability, good governance and fighting corruption.
Donors have been strongly supportive of the GoM’s reform programs and have committed to providing the necessary external financial and technical assistance. In particular, the World Bank, UNDP, DfID, DANIDA, Norwegian and Irish Aid have been working in close coordination and have formed a Public Sector Reform Donor Group (PSRDG). DfID, DANIDA, Norwegian and Irish Aid operate through a common fund. While acknowledging the substantial contribution of other donors in support the Public Sector Reform Programme (PSRP), the GoM requested the African Development Bank Group to also support the reform effort. The GoM’s initial request to the ADF specified its need for support in:
- Enhancing public sector professionalism
- Strengthening service delivery
- Improving public sector procurement and
- Combating corruption
After consultations with donors active in the country, the Bank decided that in order to avoid a duplication of efforts with other partners, especially DfID and the World Bank, the Bank’s African Development Fund would support service delivery and public sector professionalism as a start. The proposed project was in line with the Bank Group’s overall strategy of supporting poverty reduction in Mozambique.
Rationale
Weak institutional capacity has hampered the implementation the GoM’s full implementation of its Poverty Reduction Program. In recognition of this challenge, the GoM embarked on the implementation of the PSRP. The current project was prepared under the PSRP and is meant to enhance institutional capacity by contributing to skills formation and improvement in service delivery.
Objective
The main project objectives are:
- To improve service delivery through decentralization and institutional restructuring and,
- To enhance professionalism in the Public Sector
Description
The Bank’s African Development Fund grant will support two components:
- The establishment of One Stop Shops to cut down on government bureacracy
- The financing of training courses at Mozambique’s Higher Institute of Public Administration (ISAP)
