Background

With the absence of an all-weather road linking the town of Oranjemund to the Namibian road network, motorists to or from the town and other parts of the country use part of the South African road network. To link Oranjemund and the mining industry in the area to the national road network, the Government of Namibia (GoN) commissioned a feasibility on the viability of linking Oranjemund directly to the Namibian road network.

Rationale

The feasibility study, which included public participation, showed that the viability of the project.

On the basis of the predicted traffic volumes as well as the composition of the traffic which will be dominated by heavy goods vehicles transporting ore from the Rosh Pinah Mine and refined zinc from the Skorpion Mine, the project seeks to upgrade the existing gravel road to bitumen standards of a standard width of 6.8 meters and 1.5-meter gravel shoulders on either side. This would significantly decrease road maintenance costs. Secondly, by sealing the road with bitumen, the current problem of dust will be solved. This will, in turn, lead to a reduction in the incidence of road accidents due to poor visibility.

Objective

To upgrade the 169 km road from Aus to Rosh Pinah in order to reduce total transport costs.

Description

The scope of work for the project includes the following:

  1. Detailed Design and Contract Documentation including engineering survey, materials prospecting and testing, cost estimates and preparation of engineering drawings.  by the Government.
  2. Tendering, adjudication and award of contract, contract management, site supervision and construction.

The above two tasks will be funded by the Government.
 
Upgrading of Aus-Rosh Pinah Road to bitumen standard. This will be partly financed by the AfDB.

 

Benefits

Two types of benefits will emerge, namely savings in road user costs and road maintenance costs, will result from the road upgrading. The road user cost savings consist of the difference in vehicle operating costs  (both distance and time related) between the improved and existing road options. As for road maintenance savings, the upgraded road will call for much lower maintenance costs.
 
The socio-economic assessment showed that the project is socially desirable and will help in alleviating poverty and improving the situation of both women and men. It is estimated that more than 400 unskilled and 130 skilled jobs will be created during the construction of the road.  Of the total number of unskilled jobs, 20% will be filled by women. As part of Government policy, the use of labour on the project will be maximized as a means of poverty reduction. The items of work suited to hand labour include bush clearing, excavation and backfilling for minor culverts, mixing and placing concrete of low strength, erection of road signs and stone pitching.  Income generated from direct employment on the project will add to the economic activity in Aus and Rosh Pinah . The road will also enhance economic activity in the area.
