Objectives
The long term objective of the project is to contribute to human resource development by providing access to alternative learning, skills and employment opportunities to out of school youth. The immediate objectives of the project are: I) to assist the out of school youth achieve basic and secular education;
(ii) to enhance self-employment of the youth through the promotion of business incubator activities.
Benefits
Previously underserved segments of the population, in particular girls and poor children in the rural communities where the new centers will be built, will benefit from having increased access to training; and all youths would benefit from the quality improvements to be introduced in this project. Other benefit will include the consolidation of MOE's institutional capacity, including its information, planning and policy analysis capabilities, so as to improve its management capabilities. The project will introduce several innovative measures, with possible far-reaching effects, such as the introduction of an experimental "alternative learning" and "business incubator", designed to give a second chance to out-of-school children.
The proposed project will extend ADF involvement into an area considered by the Government and ADF to be a critical prerequisite for developing a skilled, literate labor force, as well as improving the effectiveness of higher educational levels and institutional capacity building. The management structure for project implementation is designed to develop close collaboration among all the major actors, delegate decision-making to the lowest appropriate levels, and strengthen managerial capacity in the sector.
