Description
The project components consist of:
A) Civil Works: Construction Works for the upgrading of gravel surfaced road to bitumen standard (103.0 km) in rolling, mountainous and flat terrain.
B)Consultancy Services:
(i) Construction - supervision services of Fort Portal- Bundibugyo - Lamia road civil works;
(ii) Feasibility study and detailed engineering design of four roads (Kagamba- Ishaka, Ntungamo - Kakitumba, Kapchorwa - Suam and Hoima to Kaiso-Tonya) and;
(iii) Consultancy Services for project audit.
C)Resettlement: Resettlement and compensation costs to cover compensation of affected persons and other social facilities and environmental management.
Objectives
2.1 To improve the road transport service levels between Kabarole and Bundibuygo districts and by so doing, provide access by the majority of rural people to socio-economic facilities and integration to the rest of the country and also support regional integration with DRC
2.2 To enable decision - making in the investment on 4 road development projects based on analytically and objectively assessed information (Kagama - Ishaka, Ntungamo - Kakitumba Kapchorwa - Suam and Hoima to Kaiso-Tonya)
Rationale
The project will support the effort of the Government in poverty reduction through improvement of the road infrastructure in rural areas in order to provide all weather access for the supply of farm inputs and evacuation of produce to major market centres and mineral resources. It will improve the level of service and efficiency of the road network in Western Uganda.

When the project is implemented, both women and men will benefit in form of:
(i) reduced vehicle operating costs;
(ii) reduced maintenance costs;
(iii)travel time savings;
(iv)improved employment opprtunities;
(v)better access to productive areas in terms of agriculture and mineral resources and other region of the country; and
(vi)improved incomes of the population in the project area through improved marketing and agri-processing infrastructure.
