Objective
The overarching development goal of the project is to help the Government of Uganda build the human capital necessary for the country to reach its economic and social development goals. The sector goal of the project is to build an education system relevant to Uganda’s national development goals with a focus on expanding equitable access to quality education. The project objective is to expand access and improve the quality, relevance and learning conditions for students in PPET as part of the Government’s UPPET Program.
Description
The proposed project will be implemented over a period of five years and has the following components and activities:
- Improvement and Expansion of School Facilities.
- Improvement of School Management and Teaching Quality.
- Project Management.
Benefits The project falls under Category II, as there are no major environmental effects that will be caused by the civil works to be financed. An environmental action plan has been prepared. The project will enhance environmental improvements in the schools through rehabilitation, and expansion of learning and accommodation spaces, sanitation, water supply and landscaping, and training on school facilities maintenance.
All project activities aim to help correct gender and regional disparities in access to education. The beneficiary schools are balanced between girls and boys.
The project will assist the Ministry of Education in its HIV awareness campaign towards secondary education students and in strengthening this priority as a cross cutting issue in the Science and Management curricula and training.
The project will bolster the efforts of the GoU to achieve the MDGs related to education, gender parity, the fight against HIV/AIDS and poverty reduction. By making available more than 100,000 places in secondary education, and improving the quality of secondary education, students from relatively poor families will be better prepared for active life and employment. Poverty reduction is addressed through focused school improvement to reduce regional disparities and distribution of high quality learning facilities.
