Description

The procurement agent shall act on behalf of the Government to manage the acqusition of the broad range of goods and services that will be requested through the implementing entities with the approval of the MMU to implement projects funded under the program. The PA shall diligently oversee, discharge and perform all services necessary to achive the optimum value for the monies expended, while ensuring that all that all procurement actions are conducted in compliance with the rules and guidelines of the AfDB.


Objectives

The objective of the assignment by the agent is to provide procurement technical assistance to the Zim-Fund management Unit (MMU) and the Government of Zimbabwe during the implementation of the projects financed by the Zim-fund


Rationale

The purpose of the Zim-fund is to contribute to early recovery and development efforts in Zimbabwe by mobilizing donor resources and opromoting donor coordination in Zimbabwe so as to channel financial assistance to such efforts. Complementary to other existing funding mechanisms, the thematic scope of the Zim-fund will focus initally on infrastructure investments (rehabilitation and or construction works) in the areas of water and sanitation and energy. Critical to the achievement of these goals are: financial and technical support to activities that are consistent with the recovery priorities of the government; mobilization of pooled donor resources based on a common understanding of the countrys recovery needs and linked to effective coordination and complementarity with other related activities funded outside the fund; and efficient monitoring and evaluation of outputs and impact.
