Background

The African Development Bank loan of some 10 million Units of Account is for the support of an ambitious reform agenda set out by the Government of Mauritius to support robust economic growth.

Rationale

The Bank’s Country Strategy Paper (CSP) for the period 2004 to 2008 noted that for policy-based lending operations to Mauritius, direct budget support would be most appropriate given the government’s commitment and the high fiduciary standards of the country. The loan is the first in a series seen as essential to achieving the goals of the Bank’s CSP.

Objective

The main elements of the program are:

  • Consolidating fiscal performance and improving public sector efficiency
  • Improving trade competitiveness
  • Improving the investment climate
  • Democratizing the economy through participation, social inclusion and sustainability
