Background
The project was conceived on the basis of ensuring sustainability through demand-approach principles, community participation in planning, design, execution and operation & maintenance, adoption of appropriate technology, cost recovery and private sector participation. The implementation of the project requires an enabling environment in policy, institutions, and a comprehensive and detailed investment programme at the country level. A National Rural Water Supply and Sanitation Programme (NRWSSP) was completed in January 2006.
Rationale
The Government of Tanzania is determined to make substantial improvements to its Water and Sanitation and meet some key MDGs. The National Rural Water Supply and Sanitation Program (NRWSSP) was formulated through a participatory approach involving stakeholders (communities, NGOs, private sector, and Government Agencies) and using the experience gained from the National Rural Water Supply and Sanitation Project (RWSSP) being executed in 12 districts. It is the Government’s framework for interventions in the rural water and sanitation sub-sector. The NRWSSP is a long term plan for the development of the sub-sector to meet the MDG targets. Access to improved water supply and sanitation is a key pillar in Tanzania’s Poverty Reduction Strategy. The Government recognizes the importance of universal access to improved water supply and sanitation and the need to develop institutions and methods capable of rapid expansion of services across the country.
Objectives
The project objectives are:
- Improved district level capacity to implement demand based Rural Water Supply and Sanitation (RWSS) projects
- Improved access of rural communities to water and sanitation services operated and maintained by capable women and men, and improved health and hygiene practices, and
- Improved capacity of Government o provide and administer policy and act as facilitator for overall RWSS sector development and investment, and improved capacity of the private sector / NGOs to provide goods and services to the RWSS sector.

- Construction of Rural Water Supply & Sanitation facilities
- District Management Support, and
- Institutional Strengthening & Development
Benefits
The project will help Tanzania move much closer to the attainment of key MDGs with regard to improved health andf poverty reduction. Key institutions, including Government, District Councils, NGOs and the private sector will also obtain improved capacities.
