Context
The National Airports Authority is making constant material efforts to upgrade the airport facilities which it is responsible for managing.
It has established a Multi–Year Investment Programme for which financing is progressively being obtained. The modernization projects that it has undertaken aim essentially at the completion of projects on a scale commensurate with the ever-increasing demand, and the achievement of a high level of reliability and coverage of Moroccan airspace.
Morocco is involved in negotiations with the European Community and North America aimed at concluding Open Skies Agreements, and the development of the Casablanca airport facilities to develop it into a preferred hub for the two continents.
The Government’s objective set out in the 2000-2004 Five-Year Plan for the air transport subsector provides for the integration of Moroccan airspace into European airspace. This should lead to an improvement in Morocco’s airport capacity and complete security for air navigation with 100% radar coverage of Moroccan airspace.
Rationale
The transport sector represents the basic infrastructure for the harmonious development of tourism, industry and agriculture. Its inadequacy is explained by maintenance which falls short of the expected level and rate, and by the lack of resources mobilized annually by the Government for that purpose. This project, which aims to safeguard, improve and expand airport infrastructure, is in keeping with the Government’s priorities, and its objectives are consistent with the priorities supported by the Bank in the transport sector. It is justified by an exponential increase in traffic by 24% between 1997 and 1998, and by 17% between 1998 and 1999, with 150 daily movements daily recorded at Mohammed V airport, and 3.4 million passengers in 1999. In light of these trends, the facilities were expected to be saturated by 2002.
Objective
- To improve and guarantee the security of air navigation by providing radar coverage for 100% of Moroccan airspace;
- to expand the capacity of Mohammed V airport to 6 million passengers by 2005;
- to ensure compliance of the airport facilities with ICAO standards regarding security and safety on the ground;
- to prepare Morocco for the integration of its airspace into the European airspace.
Description
The principal project components are:
- Radar and telecommunications equipment;
- additional works and equipment for Mohammed V departures terminal;
- construction of a second main runway at Mohammed V airport; and
- Security equipment and firefighting vehicles.
Impact
The project benefits include:
- total radar coverage of Moroccan airspace;
- a significant increase in airport fees as a result of the improved quality of service delivery to airlines;
- ensuring compliance of Moroccan airport facilities with ICAO standards regarding service, security and safety, and integrating Moroccan airspace into European airspace.
