Context

Artisanal fishing accounts for approximately 70% of catches in the fisheries sector. The development prospects for river and lagoon artisanal fishing are significant. At the invitation of the Gabonese government, the Bank participated along with the other donors contacted in a multi-donor mission on the PSFE. During the mission, the Bank expressed its interest in the Programme’s fishing and aquaculture component. A financing request for the project was received from the Gabonese government.

Rationale

The development of artisanal maritime fishing will enable the country to exploit its fisheries resources in a more complete and rational manner.

  • The need to reduce imports, estimated at between 5,000 and 10,000 tons per year.
  • The failure to tap the large potential offered by fluviolacustrine and lagoon networks.
  • The Government's proactive policy to promote  employment creating artisanal fishing.
  • The significant fish-farming potential.
  • The enclosure of production zones.
  • The need to ensure efficient fishing controls within the 12-mile limit.

 

Objective

The overall objective of PDPAP is to promote the sustainable and equitable development and management of the fishing industry with optimal exploitation so that present and future generations will be the prime beneficiaries.  More specifically, the project aims to make better use of fisheries resources in order to contribute to food security and diversification of the country’s economy  by: (i) improved knowledge of fish stocks and zones of high productivity; (ii) optimal development and diversification of production; and by (iii) building human and institutional capacities within the sector.

Description

The  project for the development of artisanal fishing and fish farming aims to:

  • establish a major development program for maritime and inland  artisanal fishing and fish farming (supervision and training for fishermen, fish farmers and other operators; creation and promotion of viable, socio-professional organizations);
  • create an adapted and sustainable system for financing micro projects for the benefit of operators;
  • put in place the fishing infrastructure, equipment and services required to improve production and product distribution conditions (promotion centres and  fishery support points, fish farming demonstration centres);
  • build the institutional capacities of the administration (training for managers, building offices and procurement of equipment;
  • initiate an appropriate research support program (definition of fish feed, diversification of fish species); and
  • establish an efficient system for coastal fishing surveillance and the rational exploitation of fisheries resources.

The project has six (6) components and will be implemented over a five (5) year period. 
The components are:

  1. training and promotion of the artisanal fishing subsectors;
  2. fish farming;
  3. credit to fishermen and fish farmers;
  4. establishment of a fisheries observatory;
  5. institution building; and
  6. the project implementation unit.

 

Impact

The principal expected outcomes of the project are the sustainable development and management of fisheries and aquaculture to enable them to contribute significantly to food security and diversification of the national economy. This will be achieved through:

  1. improved knowledge of fisheries resources;
  2. the redeployment of fishing activities to underexploited resources and areas;
  3. the creation of processing units and tighter sanitary control policy; and
  4. capacity building in the sector.
