Context
To strengthen their poverty reduction efforts, the Malagasy stakeholders have retained promotion of the Rule of Law and good governance as strategic thrust no. 1 of the Poverty Reduction Strategy Paper (PRSP) that was finalized in July 2003. In this context, Madagascar's principal partners including the World Bank, IMF, European Union, and bilateral partners, support the Government's efforts aimed at improving governance. Reform measures in this area are supported as part of the reform support operations.
The needs analysis regarding reform and national capacity building for good governance has been carried out through Economic and Sector Work (ESW) by Madagascar's partners, including the Bank, which is working on the governance profile and the Government PRSP. The authorities have sought the Bank Group’s support to participate, in collaboration with the other development partners, in building national capacities in support of reforms for good governance. The Bank agreed to this request and, in agreement with the authorities and the other partners, decided to intervene specifically in the areas of financial and judicial governance in accordance with the Madagascar CSP approved by the Boards in July 2003.
The project activities will complement those of other development partners in the areas of financial and judicial governance, especially the World Bank, European Union (EU) and bilateral partners. It was against this backdrop that the Bank Group launched the process for the preparation of this project.
Rationale
The rationale of the current project is based on the one hand, on the fact that it translates the expressed will of the Malagasy stakeholders to improve governance in the management of public affairs and, on the other hand on the positive impact that implementation of the PRIBG should have on transparency, practical application of accountability in the management of public affairs, and, finally, PRIBG compliance with the priorities of the Bank Group's 2002-2007 Strategic Plan for ADF countries.
Objective
The project’s sector goal is to contribute to the goal of reducing the poverty rate by half by 2015. The PRIBG’s specific objective is to contribute to building national capacities for the operationalization of good governance principles.
Description
The PRIBG will achieve its goal by focusing its interventions on the following three components:
- support for increased transparency and accountability in public finance management;
- support for modernization and securing the legal and judicial environment; and
- project management.
