DESCRIPTION

The purpose of this seminar is to examine and deepen understanding of the role of parliaments in promoting good governance and poverty reduction in the context of national PRSPs, budgets, budget cycle, fiscal reporting and transparency. The seminar is intended for African parliamentarians engaged in performing oversight functions over national finances for good governance and poverty reduction.

The objective of the course is to increase parliament role, understanding and effectiveness in public finance management in the context of good governance and poverty reduction. The seminar consists of sessions to be offered in four days. The fifth day is reserved for discussing the establishment of an African parliamentary network. The overall structure of the seminar is as follows: a) Introduction: Parliamentary Functions, Good Governance and  Oversight
b) Parliament, Anti-Corruption Strategies and Poverty Reduction
c) Public Finance Accountability and the Parliament-Budget Nexus
d) Fiscal Reporting and Transparency
e) Towards an African Parliamentary Network
