Objective

The overall objective of the Technical Assistance Project is to build capacity in the
assessment of the impact and effectiveness of public investments in order to lay the groundwork
For an emerging economy that has the capacity to mobilize resources for poverty reduction.
Specifically, the Technical Assistance Project aims to:

  •  strengthen the level of expertise of CNED staff in:
    • Reviewing documents prepared for project identification for which Line Ministries or, by delegation,
      specialized national agencies or enterprises are responsible for supervising;
    • Reviewing feasibility studies for large-scale infrastructure projects;
    • Monitoring the implementation of large-scale projects and their retrospective evaluation; and
  • Improve the information system for large-scale public investment projects by
  • Putting in place documentary resources and a dynamic data bank.

Description

As a priority, the two types of technical assistance activities selected are training and Organization of the CNED information system.
The various components chosen as a priority in the training program are the following:

  • Overall economic context and integration of project into national strategies;
  • Project cycle and strategic preparation tools;
  • Economic and financial viability of project and financing methods;
  • Important sectoral characteristics and specificities; and
  • Project Planning and payment authorization.

The organization of the CNED information system will be done by putting in place documentary resources for the qualitative and quantitative evaluation of major projects and their relevance to the implementation of the Algerian Government’s development strategies and policies.

Benefits

The CNED Technical Assistance Project is in keeping with the strategic priorities for the rationalization and strengthening of the effectiveness of public investments. It is also consistent with the Bank’s intervention approach in Algeria following the Government’s decision to suspend external borrowing in favor of technical assistance. Implementation of the CNED project will enable the country to have the technical capabilities in the area of the design, rationalization and monitoring/evaluation of large-scale infrastructure projects with high economic and social impact.
