Description

The proposed Smallscale Irrigation Project seeks to bring in additional hectarage of land in Arid and Semi-Arid Lands (ASALs) under irrigation in eight counties. The project will expand the area under horticulture/crop production through irrigation with a view to improving livelihoods and resilience of the target communities. This will contribute towards Kenya Vision 2030 targets of increasing the area under irrigation by 600 Ha annually.

The implementation of the new phase will take cognizance of the devolved government system with the participation of both County and National governments. This will be within the operationalization of the newly inaugurated ASAL policy and Agriculture laws. One of the critical success factors for irrigation schemes is commercialization of production. The proposed project will be implemented and farmers assisted to commercialize their production activities. An additional success factor is the existence of strong water user associations (IWUAs) as community institutions. These institutions will be given capacity in governance issues and participatory skills to enable them engage with both government and non-government actors in their sphere of development. The project will utilize a holistic approach that integrates all the livelihood options for the communities and exploit market opportunities for continued production.


Objectifs

The proposed project objective will be to improve the livelihoods and resilience of communities in the arid and semi-arid areas in Kenya through commercialized irrigated agriculture. The specific objective shall be to increase household incomes of small-holder horticultural producers through increased production of horticultural products and enhanced marketing.


Justificatif

Despite the contribution the Horticulture industry makes to the economy, it continues to face various challenges. Persistent and prolonged drought; undeveloped markets & market infrastructure, inadequate technical knowhow and low technology adoption; change of land use in arable areas and inadequate access to production resources are among the challenges in the sector. This has led to low productivity & competitiveness, food insecurity and vulnerable livelihoods especially in Arid and Semi Arid Lands (ASALs).

Kenya has been focusing on developing the country into a middle-income providing high quality life for its citizen by the year 2030. Under the economic pillar, agriculture has been identified as a priority sector to contribute towards the 10% GDP annual growth rate. To achieve this goal, the sector has indentified priority objectives namely; development of ASALs for both crop and livestock; and market access through value addition among others. Reducing high dependency on rain-fed agriculture through irrigation is a key priority of the Kenya Vision 2030.

A collaborative approach is proposed to address these challenges and as such, keep the industry vibrant. The proposed project will bring in additional hectarage of land in Arid and Semi-Arid Lands (ASALs) under irrigation. The up-scaling of Small scale Horticulture Development Project (SHDP) seeks to expand the area under horticulture production through irrigation with a view to improving livelihoods and resilience of the target communities. This will contribute towards Kenya Vision 2030 targets of increasing the area under irrigation by 600 Ha annually.


Bénéfices

The Small-scale Horticulture Development Project (SHDP) objective was the development of Irrigation infrastructure and implementation of horticulture production in the project area. In the last four years, SHDP has demonstrated that irrigated agriculture improves livelihoods of communities in the schemes. For instance, in the completed schemes like Kabaa, Kathiga Gacheru, Lari Wendani, Kathiani, Namelok and Mbogoni Irrigation Schemes between July 2012 and June 2013, farmers earned an estimated income of Kshs 326 million from their production. Within the same period, Kabaa irrigation scheme acreage increased from 240Ha to 310 Ha exceeding the original target by about 30%. According to HCDA records, within the first six months of production, farmers in Kabaa Irrigation Scheme earned Kshs 13.2 million from export crops alone. An estimated 45.4 million was realized from produce sold in the local markets. The flow of financial resources into the scheme resulted in the stimulation of development of other social amenities such as schools, health facilities as well as improved access to financial services, increased in input suppliers, among other private led enterprises. The project envisages achievement of similar benefits in the other eight schemes and thus the need for up scaling and out scaling to new areas.
