The project objective is to improve accessibility and road transport services along the Matotoka - Yiye road and its zone of influence. This shall be through reducing vehicle operating costs (VOC) and travel time, whilst improving accessibility to the hinterland, and to foster national and regional integration. The project consists of three components as follows:

Component 1: Civil Works

This component includes the rehabilitation works for the 70 km inter-urban road between Matotoka and Yiye to a bituminous standard. The rehabilitation works also cover environmental and social mitigation measures as well as some complementary initiatives (works) encompassing social infrastructure. These include the rehabilitation of 20 km of feeder roads; rehabilitation of three primary schools (provision of classroom blocks, sanitation and water facilities) in Masingbi, Makali and Ngo town/Yiye; rehabilitation of a health centre in Masingbi; and improvements to one market in Matotoka.

Component 2:Consultancy Services

This component includes the supervision services for the construction of the civil works under Component 1; and the services for the monitoring and evaluation of the project impacts. The component also includes sensitisation of project area inhabitants on HIV/AIDS, TB and STIs; malaria and water related diseases; ownership and environmental protection, as well as sensitisation of project area inhabitants on road safety.

Component 3:Project Audit

This component includes the Financial and Technical Audits for the project.


The project objective is to improve accessibility and road transport services along the Matotoka - Yiye road and its zone of influence. The rehabilitation of the Matotoka to Sefadu Road forms an integral part of the current NTSIP, complementary to other donors' inputs to endeavour to provide unhindered access from Freetown to Kono District, Sierra Leone key mining and agricultural region. Masiaka - Makeni section (between Freetown and Matotoka) was rehabilitated under an EU funded initiative and the Makeni - Matotoka link was rehabilitated through through a World Bank initiative.

The Matotoka to Sefadu Road (approx. 120 km of rural section and 10 km of urban roads at the Sefadu/Koidu end) is a continuation of the Makeni to Matotoka Road. Section I: Matotoka - Yiye forms the first 70 km of the road. The Bank is supporting the rehabilitation of this section. The Government of Sierra Leone is with the support of other development partners is to finace the rehabilitation of Section II: Yiye - Sefadu (50 km). The project road traverses the main towns of (from West to East): Matotoka, Makali, Makoni, Masingbi, Njaiama-Sewafe, Bumpe, Yengema, and Sefadu/Koidu.

The Matotoka - Sefadu road is secondary road serving between the northern Tonkolili and eastern Kono districts. The immediate area of influence of the road is 6,000 The road, once rehabilitated will provide a good opportunity for goods and services to move along the route and beyond the border - Liberia and Guinea. In addition, the increase flow of traffic and goods will ignite economic opportunities for the benefit of the people in the zone of influence. The project is also in line with PRSP II priority

(iii), which is geared towards Developing a national transportation network.


The Matotoka - Sefadu main road and its emerging feeder roads is a poverty stricken region. The current condition of the road is deplorable leading to grave consequences for mobility and economic activities. The bad condition of the road has slackened the pace of business considerably and limited the opportunity for trade and agricultural productivity. Women, elderly people and children suffer the most in this region. Women are largely engaged in farming and petty trading. The lack of roads adversely affects business development as they cannot take their wares to market. They are therefore subjected to exploitative itinerant traders who visit their villages and almost dictate the prices for their goods.

Key potentially beneficial impacts associated with the project implementation are related to the post-construction phase and include significantly the following:

(i) Reduction in travel time and cost;

(ii) Reduction in vehicle operating cost;

(iii) Improved accessibility to social/health centres;

(iv) Improved accessibility of agricultural products and goods;

(v) Reduction of dust pollution;

(vi) Improved road safety. As the area lacks sources of good water supply, health services and educational facilities, the reconstruction of this road and the selected feeder roads will attract NGOs who are leaders in the development of health centres, schools and other sanitary facilities to initiate development programmes which could be of benefit to women and children in the area.

Transport Sector: Direct benefits expected to be derived from the improved road will include savings in vehicle operating cost due to reduced road roughness, reduced maintenance cost, savings in travel time, improvement in comfort of ride, reduced accident rate and reduced fatalities.

Beneficiaries: The Population of Sierra Leone but particularily persons in the project area of influence, especially Tonkolili and Kono Districts in the Eastern Region.
