The main components of the project include
a.Civil Works and supervision services, for the construction of the Arusha Bypass (42km)and improvement/rehabilitation of the Arusha-Holili road (117km) to 7m wide carriageway with an asphalt concrete surfacing and 2 m wide single sealed shoulders on each side; b.Consultancy services for Feasibility study and detailed engineering design for the Kyaka-Murongo-Kikagati road; c.Capacity building of East African Community Secretariat;

Current Status: The feasibility and preliminary engineering design studies including an Environmental and Social Impact Assessment (ESIA) were completed in April 2011. The detailed engineering design studies commenced thereafter for completion in June 2012. The detail engineering design has incorporated the re-alignment of the Taveta-Voi section in Kenya to as much as possible follow the existing road to avoid infringing on the Tsavo West National Park, avoid densely populated areas, minimize expropriation and land acquisition and therefore social disruption; and avoid a cemetery which would have caused negative sentiments due to disturbance of graves. The studies are entirely financed by the Bank.
Project Implementation: The project is to be implemented in three contracts, two contracts for the civil works in Tanzania and one contract for the works in Kenya. With DFID financing, one-stop-border-post (OSBP) facilities are at planning stage for construction thereafter. Project preparation is scheduled for the second quarter of 2012 and appraisal in the third quarter for Board presentation in the first quarter of 2013

Financing: Tanzania and Kenya have put aside UA32 million and UA30 million respectively from their ADF XII country allocations for the project which will potentially leverage UA64 million and UA60 million from the RO window. JICA is considering financing the Tanzania component jointly with the Bank. It is assumed that each of the two Governments will finance 10% of project costs as counterpart financing. The indicative financing gap stands at UA152.86. Part of could be covered by JICA if they decide to jointly finance the project. Alternatively reducing the scope of works could also be considered during project processing so as to limit the costs to within the available financing.
The project objective is to improve road transport infrastructure between Kenya and Tanzania, particularly between Arusha and Voi and further to Mombasa. In addition, the project will build capacity at the East African Community Secretariat.
The Arusha-Holili road is part of the Arusha - Holili/Taveta road.
Within the context of pursuing an integrated East African Community, corridors have been identified for upgrading, rehabilitation and improvement to facilitate easy flow of traffic across borders to enhance cross-border trade and tourism and at promote regional integration. A one-stop-border post is being constructed through DFID financing to reduce delays at the border. The project also includes a bypass around Arusha to remove long distance traffic from Town whose road geometrics is not suited for heavy vehicles and at the ame time avoid mixing with urban motorists whose behaviour is differs from long distance motorists.
The road is of strategic importance to the region and forms part of the EAC Regional Trunk Road Network, meant to link northern and north-western Tanzania and further on to Rwanda, Burundi and eastern DRC to the port of Mombasa through Voi and Arusha.
The development of this road project will facilitate movement of goods and people between Kenya, Tanzania, Rwanda, Burundi and eastern DRC. The importance of the road as part of the regional road network is in line with the development objectives and priorities of the two Governments and the Bank's strategy to support multinational projects with significant impact with a focus on regional integration among African states.
The project has been identified in the East Africa Regional Strategy Paper (RISP 2011 -2015) and the Country Strategy Paper (CSP 2011 -2015) as priority for development. The Tanzania Government has allocated UA32 million of its country allocation for the project, which is expected to leverage twice as much (UA64 million).
The project benefits will include improved transport services and lower transport costs between the two countries across the boarder at Holili.
The principal beneficiaries will be the tourism industry, cross border traders and communities in the zone of influence and the region at large.
