A.F/S and D/D for Bujumbura Port Development: This component comprises 1) review of the Study of Master Plan for Port Sector in Burundi, 2) identification of a project complementary to the possible JICA funded projects, 3) preliminary engineering design, 4) supplementary surveys and engineering investigations, 5) economic analysis, 6) financial analysis, 7) detailed engineering design including preparation of bidding documents for the project, 8) full-scale ESIA in line with the ministry in charge of environment, and 9) institutional capacity assessment.
B.Technical Assistance for Procurement and Management of the Study: This component is to assist the Executing Agency in procurement, supervision, monitoring and reviewing the consultancy services for the study component A. For this technical assistance, one individual consultant will be mobilized for GOB.
C.Financial Audit: Project financial statements shall be prepared for the respective studies in GoB and audited. The audit shall be conducted by independent external auditors in accordance with Bank approved auditor Terms of Reference.
D.Administration and Coordination Costs: Travel costs required for administration, coordination and supervision of the study by GOB officials.
Lake Tanganyika, which is 673km long and 50 km wide is the least exploited in terms of its economic potential of the Great African Lakes in East and South Africa. As a result of its geographic location, within the Eastern and Southern Africa, it provides a strategic link connecting the North-South corridor anchored at Durban and the Central and Northern Corridors, anchored respectively at Dar es Salem and Mombasa ports. Furthermore, the project will provide a fuel efficient transport mode along the regional corridors, since research shows that waterways transport is the most fuel efficient of all transport modes, thus, development of the Lake Tanganyika Transport Corridor will promote the Green Growth in line with AfDB Strategy for 2013-2022. Rehabilitation of Mpulungu Port is captured in the CSP (2011 -2015) for Zambia as priority for intervention.
The project will increase the capacity and efficiency of both ports and consequently enhance the transportation through the regional corridors. Also, the project will improve the safety of navigation on the lake and cargo handling activities at the ports. Enhanced transport on the lake will increase the number of jobs at and around the port (port operation, transaction, transportation etc.). Finally, the project will provide a fuel efficient transport mode along the regional corridors.
