Description

The project, in Tanzania, will cover four major areas of intervention:-

Transmission line:- This component will cover the construction of 98.2 km of 220 kV, double circuit transmission line system (with one circuit strung), from power plant to new Nyakanazi substation. Each transmission line will have twin AAAC - ASTER 570 conductor, one GSW and one OPGW strung on lattice steel towers.

Substations:- this component will finance the cconstruction of 220/33 kV Nyakanazi substation.

Project administration and management:- this subcomponent will finance the required consultancy services for the project. It will comprise review of design, technical specifications, and bidding documents; supervision of construction; contract management; and supervision of implementation of RAP. The consultant will assist TANESCO during bid clarification, evaluation, and contract negotiation with the selected/awarded bidders/contractors and will be responsible for overall project supervision and management.

Implementation of ESMP/RAP: The project has been categorized in AfDB environmental and social category - 1. This component consists of implementation of mitigation measures and compensation of people affected by the project through the Environmental and Social Management Plan (ESMP) and Resettlement Action Plan (RAP).


Objectifs

From a regional perspective, the project objective is to enhance power generation & transmission capacity for Burundi, Rwanda and Tanzania and contribute to regional economic stability and integration by developing and managing joint assets. The power generation plant will generate 80 MW and the three countries will share the power equally.

For Tanzania, the project will play an important role in achieving the targets of improving Tanzania's energy demand by increasing generation capacity, expand economic opportunities and support the government's overarching goal of reducing poverty and the achievement of middle income status by year 2025. It also supports the expansion of electricity access rate.


Justificatif

For Tanzania, the Regional Rusumo Falls Hydropower Project should be supported for a number of reasons:

i)The Project is designed to support the Government's strategic vision and will contribute to the GoT's long-term development strategy National Vision 2025 and Zanzibar Vision 2020 and the second medium-term National Strategy for Growth and Reduction of Poverty (NSGRP-II, which target to increase the electricity generation capacity to 1722 MW and electricity - coverage to increase to 18% by 2015 in order to meet its Goal-2 "Reducing income poverty through promoting inclusive, sustainable, and employment enhancing growth and development".

ii)The project is in line with the Bank's ten-year Strategy (2013-2022), infrastructure development and regional economic integration; and which is aimed at promoting the development of sustainable energy infrastructure to address the key constraints hindering economic transformation: the energy deficits in the countries, low energy access and high tariffs. The project is expected to contribute to the development of regional infrastructure.

iii)It is consistent with the Bank's energy sector policy approved in October 2012 and the Bank Group Regional Integration Strategy, 2009 - 2012. It would increase renewable (hydro) power generation capability and promote facilities for regional power interconnections

iv)It is one of the prioritized projected under the Program for Infrastructure Development in Africa (PIDA) to consolidate regional integration.
