Evidence of ACBF contribution could be illustrated by the more effective voices of African negotiators in multilateral trade talks as well as renewed interest of non-state actors in pushing for more accountability in the allocation of public resources through budget consultation mechanisms involving civil society, private sector and parliaments. The increased voice of parliaments and other non-state actors has improved governance and increased the demand for more transparency and equity in the allocation of public resources, and better quality of public services. Hence, a culture of dialogue in the formulation of development objectives, budgets, and the management of critical reforms has taken root in an increasing number of countries.
