Le Président Kabbaj au Sommet de la CEMAC
Libreville, 11 février 2005 - A l’invitation de Son Excellence Omar Bongo, Président de la République gabonaise et Président en exercice de la Communauté économique et monétaire d’Afrique centrale (CEMAC), le Président Omar Kabbaj a participé aux travaux de la 6ème Session ordinaire du Conseils des Chefs d’Etat de la CEMAC. A l’ouverture des travaux, il a prononcé un discours dans lequel il a souligné les bonnes performances réalisées par la sous région.
Après avoir été reçu par le Président Bongo, le Président Kabbaj a eu une réunion avec les Ministres de l’Economie, des Finances et de la privatisation, Gouverneur de la Bad, ainsi que celui de la Planification et de l’aménagement territorial. La coopération entre la Bad et le Gabon a été au menu de leurs entretiens.

MOZAMBIQUE - Institutional Support for Public Sector Reform - Appraisal Report
The sector goal of the project is to contribute to building the capacity of the public sector and implement GoM’s PSRP objectives. The specific objectives are: (i) to improve service delivery through decentralization and institutional restructuring; and (ii) to enhance professionalism within the public sector. The project is expected also to contribute to the improvement of the governance environment and by so doing help to satisfy a fundamental condition for growth and poverty reduction.
After 36 months the following main outputs are expected:
i) Opening of six One-Stop Shops, fully operational, equipped and staffed;
ii) 650 high level public servants certified with CPSAP degree;
iii) Organization of four seminars, ISAP internet site running and regular issuance of the ISAP newsletters and magazines; and
iv) A minimum of 30% of OSS work force and public servants selected for the ISAP courses should be women.

TANZANIA- Poverty reduction support loan II (PRSL II)- approved on 28 June 2006
The objective of the proposed loan is to provide the Government of Tanzania with direct budget support to assist in implementing its Poverty Reduction Strategy, known as the National Strategy for Growth and Reduction of Poverty (NSGRP). The implementation of the strategy will also help in realising the Millennium Development Goals (MDGs). The ultimate objective is to reduce poverty and improve the country’s social indicators. It will help in policy dialogue and the implementation of Government’s own priorities, which were arrived at following broad consultations with the civil society.

MOROCCO - Public administration reform support programme - Phase II (PARSP II) - approved on 28 June 2006
The proposed loan aims to pursue the support given to the Government in the implementation of programme measures designed to modernize the public administration and improve the management of public finances as well as human resources. Just as in the case of PARSP, the loan for the PARSP II will take the form of budgetary support to enable the Government to successfully pursue the implementation of its programme.

TUNISIA- 2007- 2011 Country Strategy Paper - Approved on March 28, 2007
Considering Tunisia’s encouraging performance in the implementation of the 10th Plan, such as the Bank’s positive contribution to its results, the Bank’s assistance strategy is aimed at supporting Government efforts to attain the objectives of the 11th Plan. Given the performance and shortcomings of the 10th Plan, this next plan will focus on the double challenge of speeding up economic growth in a context of greater trade liberalization and the curbing of unemployment which undermines social cohesion and all the poverty reduction gains made so far. For greater efficiency, flexibility and selectivity, the Bank’s assistance strategy for 2007-2011 has retained three pillars: (i) The reinforcement of macroeconomic policies and acceleration of reforms addresses the need to improve the business environment and is geared towards consolidating the reform programs already initiated by the Bank. The expected outcomes are the consolidation of the macroeconomic framework and greater competitiveness. (ii) The modernization of infrastructure and consolidation of the productive sector is a strategic option for speeding up growth that will be bolstered by the Bank’s past experience. It will contribute to the creation of wealth and improve the wellbeing of the people. (iii) The consolidation of human capital focuses on creating employment, in particular by consolidating the linkages between training, research and production; supporting the development of technological centers that give concrete form to such linkages; and ensuring balanced regional development.

BURKINA FASO- Support to Public Expenditure Programming and Control Institutions Project (approved on October 27, 2006)
The overall objective of this project is to improve transparency, reliability and efficiency of budget management. The specific objectives are to strengthen public expenditure programming and auditing in such a way that the maximum resources are channeled into poverty reduction. The main components of the project therefore focus on: (i) public expenditure improvement program; (ii) strengthening of internal control ; (ii) strengthening of external control; and (iii) project management and monitoring.

NIGER - Decentralization Support Project (Approved on November 29, 2006)
The overall objective of the project is to promote local governance and grassroots development in order to enable Niger to effectively fight against poverty within the framework of its Poverty Reduction Strategy (PRS). The specific objectives of the project are to help the country relaunch the implementation of the reform through improvement of the institutional and regulatory framework, reduction of factors of resistance to the devolution of powers from the supervisory authority to decentralized entities and building the capacities of the communes and other actors involved in decentralization.
