Since the early years of Africa’s independence, the imperative of regional integration1 has been central to the political and economic vision of the continent’s leadership. Over the past two decades, the forces of globalization have brought this imperative ever more sharply into focus as Africa has grappled with the challenges of globalization, and associated challenges in the spheres of international trade and in attracting flows of foreign direct investment to the developing world.
