Eritrea - Support to the Education Sector Development Programme - Project Completion Report (PCR)
The development challenge that the project addressed was the low level of human capital development. This was in tune with the Government’s need to lay the basis for sustainable broad-based economic growth. Human development indicators in the education sector improved from very low levels during the twelve years after independence (1991/92-2003/04), although they still remain low. The 2002-2004 Country Strategy Paper (CSP) of the Bank identified low human resource development as a major constraint towards sustained and broad based growth.
