Review of 1996-1998 - Evaluation Results - Lessons from Experience and Some Implications for the Future


This Review of Evaluation Results covers all 75 projects reviewed by OPEV between 1996 and 1998 -- projects approved between 1976 and 1992 and completed between 1979 and 1997. The availability of detailed project rating performance data based on the 1996 Guidelines for most projects allowed an in-depth analysis of the main factors determining project outcomes or development effectiveness, institutional development and sustainability in a manner that it was not hitherto possible to do ( Chapter 1 ). Chapter 2 reviews the main sector-specific and cross-cutting lessons of those projects while chapter 3 provides a thematic analysis. The assessment of projects is made as much as possible from the perspective of the policies and procedures that prevailed at the time these projects were approved or shortly thereafter, relying primarily on earlier versions of sector policy papers. This is not always easy to do and some assessments may therefore appear to be somewhat harsh since one is inevitably influenced by what we now know should ideally have happened. Equally, some recommendations have been overtaken by events as ADB has begun to address several project design and implementation issues highlighted in the report. These recent developments are briefly summarized at the end of Chapter 2.
