The Third Review of the Independent Review Mechanism (IRM) of the African Development Bank Group - Concept Note

The statutory Third Review of the Independent Review Mechanism (IRM) is due to start in 2019. This note covers the rationale of the Review with the scope, modalities, and the relevant budget for consideration by the Boards of Directors (the “Boards”) of the African Development Bank Group (AfDB). The IRM is one of the accountability instruments of the Bank Group.1 It was established in 2004 to provide a recourse mechanism for persons who are adversely affected by any project (PAPs) financed by the AfDB. The PAPs can, on their own or through their representatives, submit a complaint if they have been or are likely to be adversely affected by any Bank Group-financed public - or private-sector project due to the Bank Group’s non-compliance with any of its policies and procedures. The Compliance Review and Mediation Unit (BCRM), or the “CRMU” as it is referred to in the IRM Establishing Resolution and Operating Rules and Procedures, administers the IRM.2
