Eritrea - Public Financial Management and Statistics Capacitv Building Project(PFM&SCBP) - Project Appraisal Report

The expected outcomes are: i) strengthened fiscal planning and efficient budget management; ii) strengthened expenditure management through use of commitment control and cash management systems; iii) enhanced accuracy and timeliness of financial reports; iv) enhanced debt management capabilities through use of aid and debt management system tools; and iv) improved statistics data and information production. These are to be achieved through the following output level results: i) Roll out of modules of an Integrated Commercial-off-the-shelf (COTS) Financial Management System; ii) Support to securing countrywide communication network for eleven (11) regional offices; iii) Supply of ICT equipment’s and Office Automation (Desktop & Software); iv) Implementation of IFMIS preparation “readiness” study focused on Business Processes and functional requirement analysis; v) Capacity building in the areas of financial management, financial controls, monitoring and reporting, cash and treasury management, accounting and Internal and external audit; vi) Capacity building for Debt Management; vii) Provision of debt management infrastructure, and; viii) Support to the National Statistics Office (NSO) for Socio-Economic Data Collection, Processing, Storage and Dissemination to complement the Bank’s Statistics Department Support to Eritrea for the development of Statistics and Information System.
