Human and Social Development - Review of Post Evaluation Reports of Education Projects in the Scientific, Technical and Vocation Training Sector
The physical implementation (infrastructure, furniture and equipment) of education projects, particularly those of the scientific, technical and vocational training sub-sector, is satisfactory. However, the problems of maintenance remain sources of concern. The absence or inadequacy of the cost recovery systems (registration and school fees) and the difficulty for the Governments to allocate the necessary funds to the operating budgets of the structures created diminished the sustainability of the positive effects of these projects. The socio-economic impact of these projects is often difficult to measure owing to the shortcomings of the statistical information systems. However, it is possible to confirm that improvement in the job accessibility for the target beneficiaries of these projects was low owing to the insufficient macro-economic performance of the States.Read more

The present abridged project performance audit report (PPAR) is an evaluation of the primary education improvement and educational planning project in the. Gambia. The education project was identified in 1982 by a joint UNESCO/GAMBIA mission within the scope of the Gambian Governments. 1981-1986 economic and Social Development Plan an ADF/UNESCO mission prepared the terms of reference of the feasibility study which was financed by the African Development Fund (ADF) to the tune of UA 0 63 million in 1983. In 1986 the ADF appraised the project and approved a loan of UA4.14 million for its financing. The total project cost amounted to UA 4.56 million. The loan agreement entered into force in 1987. The project was completed in August 1993.Read more

The Programme for reform of Morocco’s educational system was appraised in May 1986. With a total cost of UA 2,227 million, it was partly financed on ADB loan CS/M/EY/86/02 for an amount of UA 60.0 million, which was approved in November 1986. The programme was cofinanced with the World Bank (UA 132 million) and the Government of Morocco (UA 2,082 million). The implementation was scheduled over 3.5 years.Read more
