The sectoral goals and objectives of rural health projects have, on the whole, been consistent with the health care policies of the Bank and member countries, even for projects approved prior to the adoption of the Bank’s Health Policy in 1987. The review underscores the fact that while health challenges in Africa and costeffective solutions to most of them are well known, there is serious financing deficit by the governments and the donor community. This is despite several national and international resolutions that they have subscribed to, and a growing recognition that the health sector is central to development through a mutually reinforcing relationship between health and economic growth. Based on the assessment of Bank effectiveness in health sector by using the evaluation criteria of relevance, efficacy, efficiency, sustainability and institutional development, the report urges the Management of the Bank to undertake significant steps to improve the quality of the health portfolio.Read more

This intermediate Project Performance audit report (PPAR) examines the Rural Health Project, for which an .ADF loan of UA 7.828 million (Loan number CS/K/H85/8) was approved 20 November, 1985 and signed on 27 January, 1986. The Project was co-financed with OPEC. The ADF loan was to finance 73.3 percent of the foreign exchange cost and 58.0 .per cent of the local cost of the project while OPEC loan, which amounted to UA 3.20 million, was to finance the remaining foreign exchange cost and 26.5 percent of the local cost. This project performance audit report (PPAR) assesses the, Project for Strengthening Intermediate Health Facilities in Madagascar, the goal tile project was to contribute to improving the health status of the country, and more specifically, to provide high quality health services to the rural population through the strengthening and upgrading of health facilities The project was part of implementation of the Malagasy government’s national primary health programme which consisted in rehabilitating the 1,098 primary health centers constructed during the five years preceding the project appraisal, and in equipping the intermediate health facilities of rural surgical hospitals and simple rural hospitals which bridge the peripheral and provincial levels of the country’s health system the executing agency of the project was the "Pharmacie centrale d’approvisionnement" (PCA) (Central Medical Store) of the Ministry of Health.Read more
