Tunisia: Mahdia Rural Development Project
This abridged project performance audit report (PPAR) aims at the post-evaluation of the MAHDIA Rural Development Project in Tunisia, whose identification and preparation were carried out by the National Agricultural Studies Centre (CNEA) of Tunisia in 1984. The project was in line with the Vith Five-Year Economic and Social Development Plan (1982-1986) which forecast an increase of agricultural production at an annual rate of 5 per cent, stabilization or even reduction of staple shortfalls and a cut in intersectoral income disparities, with a view to reducing rural exodus.Read more

This Project Performance Audit Report (PPAR) reviews Jahaly-Pachar Smallholder Rice Project in the Gambia for which an ADF loan (CS/GAM/AGR/82/6) equivalent to. FUA 4.60; million, or UA 4 24 million, was approved in March 1982. The loan amount was rounded up from estimated costs equivalent to FUA 4.55 million. ‘Other Fund equivalent to FUA 10.59 million, or UA 9 75 million, were provided by the Government of the Gambia, IFAD, the Federal Republic of Germany, the Government of the Netherlands and the. World food programme (WFP). The financing plan at the time of appraisal, by component and donor; is shown in Annex 1. In 1986, a further financial input equivalent to FUA 0.47 million or UA 0.43 million, was provided by the United Support of Artistes for Africa (USAFA) organization.Read more

This Project Performance Audit Report (PPAR) concerns the ANALAIVA sugar project in MADAGASCAR for which ADB granted a UA 16.73 million loan in 1982. The project goal was to increase export earnings and reduce regional disparities. The project’s immediate objective was to develop sugar production to meet national demand and comply with export quotas of 15,000 tones, of which 10,000 for the EEC (Annex 10). The outcome was the establishment of a 2,410 ha sugar cane plantation and the construction of a refinery with a crushing capacity of 1,000 tones/day.Read more

Mauritania: Boghe Irrigated Agriculture Development Project
The Boghe irrigation development project aimed at reducing Mauritania’s cereal deficit through the establishment and intensive double cropping of 1,000 ha of rice fields. Its initial total cost of FUA 8.7 million in 1974 increased to FUA 24.54 million in 1982, following a delay that occurred and changes that were made. The cost was financed by two ADF loans, one of FUA 4.30 million in 1974 and the other of FUA 2.77 million in 1982; one KFW loan of FUA 11.43 million; one Saudi Development Fund (SDF) loan of FUA 5.14 million; and one loan from the Mauritanian Government of FUA 0.90 million.Read more

This Project Performance Audit Report (PPAR) reviews the South Nyanza Sugar Project. in Kenya for which a Bank loan (N°: CSIKJTRI77/006) of UA 5.00 million was approved on 18 August 1977. The project, which was formulated in the context of Kenya’s import substitution requirements, was aimed at the creation of a sugar production area of 11,650 ha together with a sugar mill to produce 60.000 tones of sugar per year. The Borrower was the Government of Kenya and the Executing Agencies were the Ministry of Works and the South Nyanza Sugar Company Ltd (SONY). Consultancy services were provided for the final design and supervision of road works (all of which were financed by ADB). Contract road works were awarded on a competitive basis to TM Construction of Kenya.Read more

Burundi: Mosso Sugar Project
This project performance audit report (PPAR) concerns the Mosso Sugar project in Burundi for the funding of which ADB loan loan number CS/BU/AGR/82/005 amounting to UA 10 million, was approved on 16 February, 1982. The project was designed under the Third Economic and Social Development Plan of Burundi to meet the domestic sugar demand because as far as this commodity was concerned the country depended entirely on imports. The project includes an industrial plantation of about 1,400 ha and a Sugar factory with the capacity to process 1,000 tonnes of sugar cane per day. It also has a social infrastructure. The Government was the borrower and the Société Sucrière du Mosso (SOSUMO) was the executing agency. The total project cost amounted to UA 63.37 million. ABEDA (BADEA), the Abu Dhabi fund, OPEC, German and local banks participated alongside the ADB in financing the Project.Read more

Gabon Rehabilitation & Development Of Cocoa Plantations In The Woleu N`Tem Region
This project performance audit report PPAR deals with the cocoa project in the Woleu N’Tem region of Gabon, which was financed under two ADB loans: the initial loan for UA 4.0 million granted on 1 November 1975 and a supplementary loan for UA 2 million granted on 24 April 1979 after the project was re-appraised. It was prepared after, and is a supplement to, the WARD project completion report. The total cost of the project, when re-appraised, was estimated at UA 14.67 million, and was financed by the ADB, CCCE and the Government. Launched in 1976, the project ceased its activities in 1983. there was a balance from the ADB loan of UA 155.822.Read more
