Tanzania National Agricultural and Livestock Extension Rehabilitation Project - PPER
This is a Project Performance Evaluation Report (PPER) of the National Agricultural and Livestock Extension Rehabilitation Project (NALERP) in Tanzania. NALERP was conceived by the Government of Tanzania in 1987 at a time when the extension services had been fragmented between the Ministry of Agriculture and Livestock Development (MALD) and the various parastatals, and the food crop research did not receive appropriate priority. Key aspects of extension – supervision, training, logistics, linkages with other knowledge and input systems – had suffered from lack of resources and an inefficient institutional structure. NALERP was designed to resuscitate and rebuild the agricultural and livestock extension service through institutional rehabilitation and capacity building and human resource development.Read more

This intermediate Project Performance audit report (PPAR) examines the Rural Health Project, for which an .ADF loan of UA 7.828 million (Loan number CS/K/H85/8) was approved 20 November, 1985 and signed on 27 January, 1986. The Project was co-financed with OPEC. The ADF loan was to finance 73.3 percent of the foreign exchange cost and 58.0 .per cent of the local cost of the project while OPEC loan, which amounted to UA 3.20 million, was to finance the remaining foreign exchange cost and 26.5 percent of the local cost. The object as identified and prepared in the context of a pre-investment and operational study for the supply of water to five urban centers carried out in 1982 with funds provided by Belgium. Before then, a first hydrological study had been financed with German bilateral assistance with a view to locating the country’s underground water resources. The present abridged project performance audit report (PPAR) is a post-evaluation of the Mbale Hospital,Rehabilitation project in Uganda. The project was in keeping with the Uganda Government’s 1996-1989’Investment Programme, whose main objective was to meet the urgent demand of the population for health services which had seriously deteriorated during the civil war. The project was identified by the Government itself. In 1986, the ADF carried out only one mission, to prepare and appraise the project. In March 1987, the Fund approved a loan of UA 3.52 million for its financing. The total project cost amounted to UA 3.90 million. Kenya: Institutional Support for Tax modernization
"From the time of independence in 1963 and up till the mid 7Os, the Kenyan economy enjoyed relatively good economic performance. But from the mid 7Os, the economy, along with most African economies, started to experience major economic difficulties. It was in response to these difficulties that the government launched in 1986, a .. growth-oriented structural adjustment programme, the contents of which are spelt out in the long-term planning document "Economic Management for Renewed Growth". The document had, among its goals, the restoration of economic growth, the enhancement of the capability of the government to mobilize domestic financial resources in order to meet increasing public xpenditures, and the diversification of the sources of revenue in order to reduce the dependence of the government on tax receipts from direct taxation. In terms of measurable indicators, the programme aimed at raising the proportion of revenue in GDP to 24 per cent over a number of years in order to permit expenditure to grow at an average rate of 5 per cent per annum from 1984/85 to 1999/2000. Government reliance on direct taxation was also to be drastically reduced over a number of years. The Policy Framework Paper which underpinned this document, called for technical assistance for the modernization of the tax system as a first step towards the realization of these goals."Read more
