Madagascar - Madagascar National Export Strategy - Project Completion Report (PCR)

Exports are key to Madagascar’s socio-economic development. However, a study commissioned by the International Trade Centre (ITC) shows that besides the quality and value of exports, local and international non-tariff measures and barriers (NTMs) to trade affect export flows and, hence, the competitiveness of Madagascar’s exports. The study contends that “the various sectors are adversely affected by inspection and certification procedures and other authorizations imposed by the national authorities”. Considering this, the Bank provided technical assistance to the International Trade Board of Madagascar for the development of a Priority Action Plan (PAP) and an Industry and Services Export Strategy (SEMIS). 

The project is consistent with the 2017-2021 Country Strategy Paper (defining an export-oriented industrial development model and designing a SEMIS). It is also in line with the “Industrialize Africa” strategy (“Promote, Encourage and Diversify Exports”) and the Bank’s Private Sector Development Strategy 2013-2022.
