MDB Roundtable on Trust Fund Management and Co-Financing
The Asian Development Bank hosted a Roundtable on Trust Fund Management and Co-financing for Multilateral Development Banks (MDBs) in Manila, the Philippines on 17-18 April 2008.
The AfDB delegation was led by Kazumi Larhed, head of Partnerships and Cooperation Unit (ORRU). The World Bank, the IFC, the European Bank for Reconstruction and Development and the Inter-American Development Bank attended the 2-day meeting.
Discussions focused on new and results-based approaches in Trust Fund Management, Governance issues, and fiduciary, pricing and cost recovery aspects. The use of IFI resources for innovative grants and coping with emergency issues were also on the agenda and proved to be of general interest and concern.
The Head of ORRU spoke about the progress made in ongoing Technical Cooperation Fund Reform Program. The AfDB also informed the participants that the Bank is currently in the process of integrating the Trust Fund resources into a three-year budget planning cycle (2009-11) so as to increase efficiency and predictability in the use of non-statutory funds.
The Bank delegation discussed at length with staff from the Asian Development Bank about new concepts of setting up virtual Facilities in strategic sectors incorporating different types of resources (Multi-Donor, Bilateral Funds, Joint or parallel as well as risk sharing framework agreements). This new instrument already approved by the Board of the AsDB is bound to be a strategic step forward in the management of all sorts of funds geared to improve specific sectors. The next Round Table will be hosted by the Bank in Tunis in early December this year.
